Today's topic on which I
would like to deal is on the efficiency of the Ministers & remedies to
solve the issues due to their corruption. In this rapidly mobilizing world, the
efficiency & competence of the elected ministers determines the direction
& period of our development.
The issue of corruption
now has become as usual as even a 5th grade child can write an essay
on it. This is a big defeat for all of us as citizens of mother India. The
ministers are elected purely on the combination of power & money. The politicians do not hesitate to even think for a while that
the money they are "looting" is of the people who have elected them
and their party. Besides keeping the share margin the amounts are so huge that
the outward development can take place harming the quality of the development. The
development is thus not welfare oriented but share oriented. On the contrary there are also some politicians who stand out from others and really work hard for people. But these are easily isolated by corrupts for their self-interests. This is the degraded competence of ministers
which is most hard boulder for India towards becoming a developed nation
than poverty, or population explosion. The ministers do not have the expertise
on the subject which their ministry deals with, also the importance of bureaucrats & their policies neglected. I do not intend to criticize the Gov. as I am an aspirant of civil services. But I think that there should be some fundamental changes in our Gov. functioning keeping in mind the rate at which the world is modulating.
The following can be ways
to get out from this cosy situation:-
Transformation:
The
attitude of ministers has to go a severe change and they should be compelled to
think about why to get such huge amounts whereas a common man requires two
times meal, clothing and a home to live. Next is about the firmness of
bureaucrats. The bureaucrats are selected to end corruption and function
government properly. They should firmly say no to corruption and have the
capability to severe the remotest area they are been posted. If all the bureaucrats
unitedly stand against corruption they no minister can force them to take bribe
or allow corruption. The third most immediate and effective modulation is in
the hands of people. If they mutate their views about the government and do not
pay bribe for their work the chain will stop there itself. They can even stand
in groups against the inquiry of big scams and impel the Gov. to get details
and punish the guilty. People should treat the ministers as our helpers &
not as godfathers but also have respect for them.
Quality assessment:
There
should be a basic test/examination for becoming a politician from Sarpanch to
the President besides elections according to the extent of power, as it is even
to become a government cleaner. A tough exam to become P.M and comparatively easier
exam to become Sarpanch. This quality online assessment should be conducted as
elections are conducted under police surveillance. Giving the top most posts to
any person just because he has been elected will not suffice the need of
efficient & competent ministry to lead more intelligent bureaucrats.
Youth Participation:
More & more participation of
intelligent & patriot youth in politics, so that they would substitute
incompetent politicians. But it also necessary that the old politicians should
not be completely removed from governing process but be kept in the advisory
committee. They are experienced in terms of governing, power holding &
election defeat & wins. But the youth should be a politician who knows our
constitution inside out, democracy, rights of people and has expertise on the
subject his ministry deals with.
Single Motive:
Besides this all there should be a
common motive for all of us to develop ourselves with our less fortunate
brothers & sisters of country & have sustainable development. Our
country has a ancient tradition which we should maintain and live in peace
& harmony.
If
we take the above remedies as a need of an hour it will take maximum a decade,
But if we hesitate or do not take it seriously it could take more than a
generation time to have change.
